Can the cape be worn outside?

Yes, as this is a multi use cape so can be used such as rain and snow

Why is their a need for Velcro badge?

This was designed as the child/children can have their school badge attached if required so the cape can be identified

Can the cover cape bag be attached?

Yes, the cover capes all come with itw very own waterproof sting bag which has an attaching clip so this can be attached to the childs school bag to make this easier to carry.

Is the cape for swimming?

No, the cape is not a swimming garment. However this can be worn in the pool and removed before swimming
